P.S. Because of them I can no longer use my eBay account. I have listed some of their emails below. It's also funny that they won't let you talk to the people in the Accounts Review Department. The one's who supposedly placed the account limitation.
(May 14, 2003 This email informs me of my account status change. Just out of the blue!)

Thank you for contacting PayPal.
This email is in response to your request for manager contact regarding an ongoing issue with your PayPal account. I tried calling you at the number on the account but nobody answered.
Per you questions on the voicemail:
1. You must fax your driver's license and invoices to us using the cover sheet provided on your account.
2. You can email the tracking numbers for the the last ten (10) PS2 payments received into your PayPal account to resolution@paypal.com or you can send them with your faxes.
3. If you are unable to provide tracking numbers we will need emails from the buyers stating they have received their merchandise and they are satisfied. They can send these emails to resolution@paypal.com. Have the buyers copy you on these emails so you know when they have all been sent. When all emails have been sent and all other required information has been received by PayPal we will again review your account.
4. If you are unable to supply invoices, we will need detailed accounts as to how you obtained the merchandise you are selling. Our review department will review this explanation and get back to you if it is or is not acceptable.

(May 24, 2003 This was after sending a email requesting a refund. Now why is it that someone can read the email on May 24, 2003 and later as you will see I have to use a differently remedy for requesting refunds. NOTE: Up to this point I have had to request refunds through email at complain-response@paypal.com as directed to do so my a customer Service Representative in the Resolutions Department. Also they make it a point to cover theri tracks by not including the original message for the request.)
